The Department of Housing and Community Development is a part of the City of Texarkana, Arkansas which applies for and administers federal funds for City approved programs and projects. The funds that this department receives must conform to national guidelines and are administered local through Community Development Block Grant (CDBG) funds. Twice a year public hearings are held to receive public input as to how our citizens want this money spent. Our main goal as part of the City of Texarkana, Arkansas is to make life better for everyone who lives and visits here.

What does the Housing and Community Development do?
Housing and Community Development supports a series of many programs that promote the health and wealth of our City as a whole. Some of these programs support non-profit organizations, neighborhood centers, reading programs, after school programs and heart watch programs for the elderly, to name a few.
Are there any funds available for individuals in the Community Development Block Grant (CDBG) program?
Individually we provide opportunities for housing repairs for low to moderate income citizens.
Do all homeowners qualify?
Those homeowners who are low to moderate income, based on the income of the household and family size are eligible. The property must be in the name of the applicant and either have a clear deed or a warranty deed if there is a mortgage.
How do I know if I qualify?
Normally if your household income is 80% or less of the median income based on annual Section 8 income guidelines determined by HUD you qualify for assistance.
What do I do to apply?
To apply for homeowner rehabilitation you must complete an application through the Housing and Community Development office and provide proof of home ownership, the status of property taxes, and show proof of income of all residents in the household. Are there other programs available for individuals?
Emergency assistance is available for housing repair of an urgent nature, such as burst sewer pipes, gas lines and other immediate structural problems that may be a risk to health and safety. (Emergency Assistance Application - 23K)
