The City handles its own solid waste collection through licensed garbage collectors who contract with the City and are assigned a specific territory from which to collect residential garbage and yard waste.
Holiday Refuse Collection Schedule
Each household is charged $17.54 per month - see Refuse Utility Bill Breakdown (.pdf) for details. This amount pays for the collection and disposal of garbage from each household.
Household garbage (vegetable matter, paper, cans and bottles) must be placed in standard garbage cans, constructed of galvanized metal, sturdy plastic or other suitable material, with tight fitting lids or cover and handles to allow workmen to lift and empty them conveniently. Cans must be from 20-35 gallons in size. 55-gallon barrels, G.I. cans, etc. are not permitted.
New residents to the area who have moving boxes should break the boxes down flat and place them with their garbage cans for regular pick up of household garbage.
Location of containers: Place the cans where they are easily accessible to the collector (along the front curb right of way) the night before your pick up day. Remove the cans after the hauler has emptied them. If a rack or holder is used, be sure the can is free to be lifted out. All containers used for pick-up of garbage/solid waste are subject to inspection by the City and shall be watertight weighing 50 pounds or less when full, have a lid, and handles. If the containers are found to have the bottoms rusted out or otherwise in poor/unsafe condition the property owner will be notified. Such containers can be removed by the city or its solid waste agent if the owner/occupant continues to use it after notification.
Pick up days. Household garbage is picked up twice weekly (Monday-Thursday or Tuesday-Friday). Garbage must be put out the night before. (Call 870 779-4977 to verify your pick up day). Several holidays are observed during the year and your pick up days are subject to change for the holiday. For a Monday holiday, Monday's garbage will be picked up on Tuesday and Tuesday's garbage will be picked up on Wednesday. Yard waste will be picked up as time and space allows. During the week of Thanksgiving, there is no change in Monday's, Tuesday's, and Friday's schedule. Thursday's regularly scheduled pickups are done on Wednesday. Holidays observed by the solid waste collectors are as follows: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. There may also be delays from time to time due to a break-down or accident. If this occurs, your garbage will be picked up as soon as it's feasible.
If your garbage is missed on the scheduled day, please call 779-4971 to report this. This will allow us to readily correct the problem.
Yard waste (leaves, limbs, and trimmings) is picked up on the front curb not more than two (2) feet from the street each Wednesday. It needs to be put out no later than Tuesday night and must be in bags or boxes. Bags/boxes of leaves/twigs should not weigh more than 40 pounds which can be easily handled by one man. Limbs must be tied up in bundles not weighing more than 40 pounds and not over 4 feet in length. Do not put building materials, tires, old appliances, furniture, trash, litter, etc. on the curb as yard waste. When bagging lawn waste such as leaves, grass and tree trimmings, be sure not to include trash such as aluminum cans, bottles, paper cups or product wrappings. Mixed waste is not eligible for pickup. To ensure only green waste is recycled, yard waste will be de-bagged on site (video). Yard waste is recycled and must include only green waste.
If you have leaves or limbs you wish to dispose of yourself, you may take them to the Waste Water Treatment Plant on South State Line for disposal. There is no charge.
Household garbage and yard waste will not be picked up at a vacant residence or vacant property.
Dial-A-Truck. The City also offers a "Dial-A-Truck" service to dispose of unwanted junk items such as household furnishings, appliances, carpeting (carpeting will be accepted provided it is cut up in relatively small pieces and wrapped in plastic if there is danger of rain) etc. Call 779-4971 to reserve the Dial-A-Truck. We open the new schedule for reservations on the last Monday of each month until the schedule is full (first-come first-serve basis). Items need to be placed at the curb or edge of the street in front of the residence the night before pick-up. The Dial-A-Truck is exclusively for residential use. The residence must have all utilities turned on and someone must be living in the structure to request this service.
The City has been divided into three (3) areas to facilitate this service. Junk is collected the first and third weeks of the month (Monday, Wednesday, Friday). Collection schedule for the Dial-A-Truck is as follows:
Monday: South of 9th Street at State Line to Loop 245, then south on the Loop and South of Genoa Road
Wednesday: North of 9th Street at State Line to Loop 245, then north of the Loop from Genoa Road; and South of 24th Street at State Line and East of East Broad
Friday: North of 24th Street at State Line and West of East Broad
Roll off dumpster. The City provides a roll off dumpster at the Public Works Shop ( 2601 Dudley Avenue ) for you to drop off your unwanted junk items (same items as Dial-A-Truck) the first Saturday of each month from 8:00 to 12:00 noon. If a holiday falls on or within one day of the weekend for the dumpster to be open, the dumpster will be open the following Saturday.
This is for residents of the City of Texarkana, Arkansas only. Please bring a current water bill and drivers license to show proof of residency.
All commercial establishments (meaning any retail, wholesale, institutional, religious, professional, governmental, industrial or other nonresidential establishment at which garbage, trash, or waste is generated) must dispose of its garbage through a hauler licensed with the City of Texarkana, Arkansas.
Commercial establishments may hire their own hauler from those licensed by the City and it will be billed on their bill along with water and sewer from Texarkana Water Utilities. Commercial collection rates are established by the City.
Contracts with a particular hauler may be cancelled upon thirty (30) days written notice to the hauler. A new hauler must be chosen at that time.
